It's still hard to say if HikaSerial can feet to your needs.

But a serial generator can be a custom plugin to create some specific data.
Like for example "secure ebook" plugin

Afterwards, even if you have a serial with some custom content ; you will have to use it in one way or in another.

For what I can understand of your request ; I don't see (know) any tool capable of that and you'll need to see for a custom development (with a detailed specification document).

HikaSerial is a unique content generator which will mostly be use to assign serial (unique content) to users when they made purchases in the store.
The tool is flexible and allow to do a lot of other things ; but his workflow "[event] => generate => assign => consume" stay as central point in the software.
