Paypal adaptive require a special Paypal account. It use what paypal call "an application".
You can't use a regular paypal account with paypal adaptive.
The paypal "classic" plugin (or the option "paypal classic" in the adaptive plugin) is there to use classical paypal accounts.

If you are using a paypal adaptive account, this paypal account will be the "primary receiver" and get the commission dynamically.
But you need at this moment the special account that I explained you in my previous message.

If you are using the "classical" mode, because it's a mode with "paypal classic", you can't pay several accounts in the same time. So, your vendor would receive the money directly in his paypal account and you will have to ask him to pay you your commission.
At this moment, you can just use the HikaShop paypal plugin and be paid directly. Then you will have to pay your vendors using the "pay" button in the HikaMarket backend.

Extra question
It depends how many cities your vendors will have.
The goal of this plugin it to be plugged on a custom field, so you can name the custom field as you want.
If there is just one city, you can use the vendor city address. If you want to manage several cities, the best is to create a vendor custom field for that.

If you want only one city available for your vendors, the "vendor_address_city" would be good.
During your tests, please change the filter mode to "city" only. Just to be sure that the "both" mode is not generating troubleshoots.
