Need to force a global price and quantity for all products and all vendors

I'm doing a multi-vendor shop.

Vendor can list any item, but it can only be $50. No less, no more. I want to make the price of every new product $50 automatically, and I do not want the seller to be able to edit the price.

Every item is a one-of-a-kind, so I want to make the quantity 1 automatically, too.

Any ideas? Haven't really found anything in the forums yet...
