That's right, it's only in the Business edition.
Geolocation is not necessary to have different shipping methods for different countries since the zone restriction on the shipping methods bases itself on the customer's shipping address (and you can't fake that since otherwise, you won't receive your products).
So for the tests, it's really easy : just enter a shipping address with the country you want to test in your checkout and you should automatically see the shipping methods restricted to that country or the shipping methods not restricted to a zone.
