The way you configured your coupon, what that coupon will do is that it will give a $8.09 discount on the checkout if the total amount of all the "8 inch suction cup..." products in the cart is at least $60.
There is no settings in the HikaShop coupon settings to give a product based on minimum amount but you could give a discount amount of the amount of the product, the problem is that the product would have to be added manually by the customer.
An alternative is to use AWOCoupon Pro:

I think that it allows for that, but I would recommend confirming with them.
