It depends on a lot of other things ; but if your question is : should I let the "payment" step in my checkout workflow ; so the answer is "yes".
HikaShop have some manual payment methods like "check", "bank transfert" or "collect on delivery".
These payment methods requires a manual validation for an administrator.
