Turn off Add to Cart button

I have read all the old forums on this topic, it cannot solve it. I want to turn off the Add to Cart button and have on only the contact us button for all the products on my site. I was able to turn on the Contact button. I turned on and off again the Wish list button. I even successfully changed the css for the buttons so they match my template. However, I cannot make the Add to Cart button go away, and the last time I saw this in a forum was several years ago. It appears they refer to outdated menu options. Please help.
