No Tax for Channel Island but 20% Tax for everything else

Hello, I am struggling with taxes and when they do and don't display on products.

I have got 2 tax brackets:
The first one includes all countries and all states within the United Kingdom except Channel Isles and thats set to 20%
The second one is set to only Channel Isles and set to 0%

At the cart this all works great when someone enters there address it changes accordingly but I have found that if there is no address entered on the site. It automatically defaults to 0% for all products on the site but I really want all the products to display 20% unless the Channel Isles address is selected.

Could you help me?

Thanks but I have already set the main tax zone to the United Kingdom but its still not reading the tax. There must be something else overriding it?

Hello I think I got it sorted now.
I made 2 zones for the 20% one which includes all countries except UK and the other All Countries and UK except Channel Isles
Then just a 0% on channel Isles and that has seemed to work.

So basically I just published the All countries except UK zonne I created.

I have attached a image just for reference incase anyone else needs help with this too.
