Translation of a state

I want to translate states for the country Canada. Because when users are ready to pay and go on paypal, all their adress is written correctly expect for the state. Because my customers are located in Québec, paypal has the value Québec and do not recognize the value not translated of Quebec that Hikashop is sending.

HikaShop doesn't send the name of the states to PayPal but their 2 letters code:

So the text of the state does change anything in that respect.
