That's a lot of work and not practical to implement. First, because custom zone fields can be used for other things than the addresses. Second, because you can have the same address for both billing and shipping and that's the case by default...so it complexifies everything for not much. It would be way easier to just edit a view of the checkout and add a check on the addresses country to tell the user that country X is not possible for billing or shipping and remove the next button until the user corrects the country.
