Then, in the sub zones area of that zone, you need to add all the countries corresponding to that zone. Then, you will be able to use that zone in your shipping methods. And yes, if you have for example one shipping method for USA and one shipping method for that zone, when the address of the user will be in italy or africa, there will be no shipping method found by the system and it will display an error message and won't let the user finish his order.
