Is there a way to activate payment gateways in the starter version, or is this false advertising? Is...")* You can configure the payment methods via the menu System->Payment methods in ALL the editions even the Starter. Is...")* Because you can't restrict payment plugins to user groups with the Starter/Essential editions. By default all user groups have access to all published payment methods. In most cases, you don't need that option unless you have a special use case with for example a Purchase Order (the customer basically pays later) plugin only visible to people in a specific user group.
