Slide the options in the order you want. See how that works. It should be "login,payment_confirm,end". By activating the advanced checkout workflow, you would be able to modify the workflow with the right syntax but you would have to make a modification on your checkout and then, save it. If you do not change your checkout, the script would not change the value of the configuration, so it would not change the wrong placement of the "confirm" step.
