For the moment the default country is "France" that's why you see the french states in the state list. But, because the country is not visible in your configuration, the country list could not display it and display the first item in his list. By if you unpublish that country, it is not in the dropdown anymore, even though in the database is it still France which is saved. But you can't see it. So you simply have to save the custom field with your new default country selected so that it goes into the database and that it can be used by the states dropdown.
