Also you should soon be able to create a mass action which move a new user to a specific group after his registration according to a custom field. Thus, you will be able able to move a customer in a specific user group which won't have to pay the tax (for this you have to configure the ACL of your taxes). Mass actions are already available and the group management feature should be out soon.
