What might be a solution here so that we don't charge or so that we can waive the delivery costs when we need to for an order. Then, create a free manual shipping method with a minimum weight restriction of 9999kg. Then, in all the other shipping methods, set a maximum shipping weight of 9998kg. That should do the job.
