You can customize it by editing the file "plugins/hikashop/attachinvoice/attachinvoice/invoice.php". To customize the PDF in the orders of the customer (user control panel), you have to edit the view "order / show" via the menu Display > Views. I guess you mean legal safety in accordance with German legislation. With Hikashop you won't have legal safety out of the box. But you can modify it to fit your needs. Therefore you need knowledge in changing HTML/PHP files and what are the legal requirements, of course.(e.g. Versandkostenanzeige, Buttonlösung, ...) If you know what you're doing, Hikashop give you a broad bunch of functions and easy modifications. This is what i've learned within testing different shop systems. But: regardless which online-shop you choose, a final check from a specialized laywer is strongly advised.
