For most details, I think the best would be to contact the Paypal support so they will help you to create and configure your Paypal application account. There is a difference between "paypal fees" and the fees/commission that you can configure in HikaMarket. But the goal of the HIkaMarket fees is to let you take your commission on sales make in your store and the Paypal Adaptive plugin will add your store into the "loop" when the payment will be processed by Paypal (so your store will receive directly his fees and the vendor will receive his money, minus your fees).
