I have already selected Shipping per vendor > YES

After several tests I realized that the shipping methods that do not have restrictions are always visible (obviously :) )

Hello,

That's right.
If you create a shipping method which do not have a vendor restriction, it will be available for all vendors.
The best is to set the shipping methods only for the "main vendor" (with ID 1).
