It does it for each state?? The checkout is cart (accept conditions) ->login (and if blank) and they hit login they go backwards instead of get a message? As you can see login is on the second page but if they hit login with no details in it, it boots them out to the previous (that has cart and terms and conditions) and gives them the terms and conditions error.
