But by using the "legacy checkout", you will re-find the legacy features including the user activation via le checkout controller. Please be sure that you do not have any view or email override. Do you see a bin icon in the customization columns of the "user account" email ? If you do, it means that the email has been customized and that's your issue. If you don't, then I'm not sure what is the cause of the problem.
