It's the list of payment methods. You can have 0, 1 or several payment methods for each payment plugin. Since PayPal Checkout is a new plugin, you don't see any payment method for it yet. So click on the "new" button of your payment methods listing. Then, you'll see a list of all the payment plugins, including PayPal Checkout. Select it, and then you'll be able to configure it.
