It can be sent for successful ones but also for ones with an error with the payment notification. User account administrator notification -> sent to the admin after a user validates its account with the activation link in the email sent to the user after his registration only if the activation is configured to "admin". This tells the admin his needs to validate the registration and it is usually never used on an ecommerce website as it adds too much friction. Withdrawal user notification -> sent to the user after a user clicks on the withdrawal button for an order. Market: Vendor admin registration -> Sent to the admin when a vendor registers. Market: Payment notification -> Payment notification email to the vendor when a payment notification is received for an order under his perview.
