When you click on the "new" button of the orders listing, you get an order without products by default. So there is no mechanism to prevent this. You could indeed do this with view overrides of the order view for your backend template via the menu Display>Views. You can use the "Display view files" setting of the HikaShop configuration in order to find out which view file is used for the area you want to change.
