Characteristics already allow you to do that: You enter all the possible values of the characteristic, and then after you add it to the product, you can click on the "manage variants" button to deactivate the variants that you don't want to sell for that product. Characteristics also display as a dropdown by default on your product page, so that should already do what you want.
