I just did a test and I got to the paypal payment page. It's a bit strange though to have the login view on a second step all alone. Even more so that you need to be logged in to go to the second step and thus the second step just displays the "finish" button. I would also recommend to turn back on the "auto submit" option of the checkout tab of the configuration so that the payment and shipping methods selection is a bit easier for the user based on how you configured your checkout.
