Create a manual shipping method via the menu System>Shipping methods for each price range and in each one, in the restrictions area, enter the min and max prices of the range and then the name and price of the shipping method. The system will then filter out the shipping methods on the checkout to only display the one with the min/max prices matching the current total of the cart.
