The "rules" (or "shipping methods" as we call them) order is the order in which they will appear on the selection of shipping methods on the checkout. The first one being automatically pre-selected. 2. There is no negated logic. Note however that for the zone restriction, you can create a zone of the type "shipping" via the menu System>Zones with all the sub zones you want (so for example, all the departments of france except corsica) and then you can select that zone in the zone restriction setting of your shipping methods. That way, you don't have to create one shipping method for each department if there is only one department with different shipping fees. 3. If you remove the "shipping" view from the "checkout workflow" of the HikaShop configuration (or set it to "read only") the shipping method selection interface won't display on the checkout. However, the first available shipping method will still be pre selected automatically.
