For this, in the payment method settings you have to select the value "Global subscription" for the option "Type of subscription". That way the customer can have a recurring order, and to choose if he want a recurring order or not, he just have to select this payment method or another one when checking out. The paypal recurring plugin can be used in parallel with the paypal payment pro, so have two different payment methods in the checkout. But the paypal recurring payment method can't display the credit card form on the website, it need to redirect to paypal to handle the recurring.
