If the user is already registered, there is no address saving unless he edit the address himself. The only solution would be to disable the addresses of the existing users so that they would be prompted to enter an address when accessing the checkout. Via the menu System > Mass action, create a new one, select the data "address" and in the action part select "update the values" > "address_published" > INT > 0.
