Apparently it comes from your template. If you rename the file templates/YOUR_TEMPLATE/html/com_hikashop/product/cart.php via FTP, that will remove the customization and you should see the delete button. Alternatively, you can contact your template provider so that they can properly support the settings of the cart module in their customization. In that case, the modification of the cart content is not possible. Put back the cart view instead the cat status view in your HikaShop checkout workflow and that should then work.
