You should delete one of them and it won't happen. For some reason I had to remove both address steps from the workflow so that the one that reappeared after saving was the only one left. Any ideas why the steps could be reappearing after saving? I have noticed that it does it when I try to remove any of the other steps too. Do you have one Billing and one Shipping displayed ? If it is, it's a normal case. If you don't want shipping because you have only virtual products or something else, so you just have to remove the shipping step in your checkout workflow. Here is our Dev website. We need to display it, but not twice, as if you do a checkout once and you do it again with guest checkout you will see two times the addresses for both Shipping and Billing.
