Thak you in advance")* The only solutions I can see is either to include the VAT in the price of the products (and maybe modify the checkout/invoice views to add a tax calculation procedure for that fix rate based on the number of products in the cart) or use manual shipping methods for the VAT (that means that you wouldn't be able to use shipping methods for shipping, but if you're selling virtual goods, that could do it).
