There is no option for that.
Why not just edit the file "step" of the view "checkout" via the menu Display>Views and add a message saying that the free product will be included to the order if it is over that certain amount ?
That's quite simple to do.
Otherwise, really adding a product to the order in such cases would require a code customization in that same file.
