The language displayed by PayPal will be based on the browser of the user or his PayPal account. You must have configured your browser/paypal account in English so PayPal displays the interface in English. Someone with his browser in Spanish will see the PayPal pages in Spanish automatically. We've just tried this with several people in Spain all of whom have their browser language set to Spanish and they are all landing on [ paypal.com/uk/cgi-bin/webscr](http://paypal.com/uk/cgi-bin/webscr). It seems like their browser language doesn't have any effect and they don't have paypal accounts either so they won't have any stored configuration.
