The user is not allowed to change the quantities, because when an order is made (so generally paid) it's for a certain quantity. And he should not have to change the quantity, unless in specific cases. This kind of customization is possible, but require custom code and good PHP knowledges. You should start by editing the file "show" of the view "order" of your frontend template via the menu Display->Views to add your form elements to the order details page.
