Can't you add a free tekst field or module position in the checkout? I have had already a few times i just want a title or just a notification. Editing views is not a universal solution for such simple option. After updates you can miss new functions of breaking things. Thanks! And the new checkout system handle new kind of blocks, like "text". Unfortunately, that part of the development is not fully finished and there is no interface to configure the new checkout structure for the moment (After one year and an half of development ; we had to place limits in what we wanted to release for the 3.0.0 version).
