You can go to System>Mass action, create a new one and use the action "Update the values", select the column "product_tax_id" and enter the id of your tax category for it and then click on the "process" button at the top. I so, it's in the same menu as Configuration, Zone and so on, at the bottom of the "System" menu of Hikashop. Maybe you should also try with another browser or after cleaning your cache.
