I tried to create a new one but I lose the obligatory nature of the field because if a customer is company must fill in the VAT number and if it is an individual must fill in the tax code. That way, it will allow you to do that. This tutorial will list all custom fields parameters, here you have to follow Nicolas advice to create **2 fields**, where **VAT field** is "**display limited**" to the **user field**. And in the two other custom fields, you need to select the corresponding value of THAT third custom field in the "display limited to" setting. So it's normal it doesn't work if you don't have that third custom field.
