So make sure it's set to 1. Download the install package of the latest version of HikaShop on our website and install it on yours and it should then work properly. The limitation of one vote per user is automatically handled to 1 per product per user. So you don't need to change any setting for this. The behavior you had was due to a bug for the "vote only" mode you're using.
