Product listing customization

I been working on this but i cant find the answer

My client want the button "more options" in the product listing, but he dont want the button "add to cart" to appear on the products that have not variants.

Also, he want that this button ("more options") has his own style.

My client would be willing to pay extra for this customization. Is very important for him.
