file upload and image resize

Can someone make me an offer for following issue. I'm wondering if there is a way to resize automatically the upload images to the specified order. This would be necessary for building a printshop. The buyer can pick a product with a characteristic for the expected format. For example, a canvas (product) at 20 x 30 cm (characteristic). Is there a possibility to resize the uploaded image to the correct size? And second question, for the canvas for example, we need a border from 6 cm in the image, so the user can see if there is a problem. In the attached file, you can see this visual. Also it would be nice if al these changes could pass through a fixed frame. It would be nice if the user can drag the image horizontal en vertical. Als grayscale or sepia options have to be added. What is the price?
