It's normal. To have a preview button, it requires some coding to be done on our end.
While we could add it to all of the emails, it's quite a lot of work for some of them while some of them can be tested really easily.
The preview button was made specifically for the order notification emails which are sent at specific times of the order workflow, and it can be challenging to test the emails out without that preview button.
