Free shipping over 99.99 not working

I can't seem to get the free shipping to apply on orders over $99.99. All products are set to the 'Headland' warehouse.

Hi,

Two things:
- you've activated the "override shipping address" and you've set a zone restriction. But the zone restriction is done based on the zone in the shipping address... And since it looks like you want a real shipping address, you probably don't want to override the shipping address for that shipping method.
- on your checkout it seems that you've removed the "shipping" view. I would recommend you to add it back. And same for the "address" view.

Also, make sure that your other shipping methods have a "maximum price" set to 99.99 so that when above 100$, you don't get both the normal shipping methods and the free shipping method. It's probably why you don't get the free shipping method as the other shipping methods must still be available and thus one of them is selected even above 100$.

I've changed the Override to No and the Override tax zone to 'None'. I've set the Restricts / Zone to 'None'. it is still charging shipping above 99.99.
