Taxcloud will not capture when manually updating order status to paid

For orders using the collect on delivery payment method taxcloud is not capturing the tax when updating the order status to paid (or shipped). It successfully looks up the tax during checkout, but will not capture upon manual order status update. However, if the order status is updated to paid via a massaction the tax is captured as expected.

Any ideas why the tax is not captured in taxcloud when updating manually?

How do you edit the order status exactly ?
From the order listing, from the order details ?
Do you have elements shown in your PHP error log ?

If the process is stopped due to an error, some plugins might not be called via the "onAfterOrderUpdate" trigger.
Maybe an error in an email or another plugin.. It's difficult to say like that.

The order status is being manually updated via the order listing.

We saw no errors generated in the PHP error log.

Any suggestions?
