Is it possible to have some details about your checkout workflow configuration ? I created a test account (jerome_hikashop) and make a test order that I canceled in paypal. I didn't see any notice. Can you try to reproduce the problem with another account ? I will recommend you to configure your default tax zone, you still use "France / Rhone".
