So it's normal that what you're doing doesn't work. Similarily, the shipping methods "zone" setting only take into account the state and country custom fields. So it's not that there is a problem. It's just that you're trying to do something which the system isn't capable of. If you only want to ship to Armenia, then you could actually repurpose country zones as state zones and state zones as city zones and modify the label of the custom fields address_country and address_state to select respectively the state and the city. That way, the cities would refresh when you change the state. The drawback is that there wouldn't be a country selector.
