Product category, access level

I need to create in hikashop a product category that is not visible to sellers of the hikamarket frontend. That a product can only be assigned these categories from the backend of the site and that a seller, from the frontend, when publishing a product, cannot assign the category.
In the backend, I create a new category, on the edit page, there is a section called access level, with three options, none, all and custom. I have selected the custom option and marked that only superusers can see this category.
But when editing a product from the frontend, it is still possible to assign this category to the product.

How do I configure the category so that it is only visible from the backend, and that only a superuser selects which products this category assigns to?
