Sort order

Hi
Within the sort order of products in one category it has four items listed as 2 and five items listed as 21,,, how can i get sort order to display correctly,, also if i move one item up it may jump up four places...
Any ideas ??

Yes i can change the numbers but they don't remain as altered, they revert back to how they are numbered before i alter them,, is there a way to save the alterations. ?
