Recurring billing - paypal retries

Where can I set the number of times Paypal will retry to collect payment.

At the moment, PayPal will only retry two times to collect on a recurring payment that fails. After two tries, the recurring payment is marked as cancelled. I'd like to set this to at least 5 times.

PayPal doesn't have any setting to allow that number of tries to be changed.

None of them allow for that either.
